Technical Manual for
application installation and usage of Multipurpose Empanelment Form (MEF)
SOFTWARE REQUIREMENTS – Please
make sure the computer has the following software installed.
Operating System: Microsoft Windows 98, 2000, XP (XP users please refer to Annexure at page 3-5)
Web Browser:
Microsoft Internet Explorer 6.0 or later version
Utilities: WinZip
EXTRACTING ZIP FILE - Double
click on the downloaded zip file. Screen will be displayed similar to picture

Click on the Extract option available on the resulted
screen (picture #1), then the next screen will appear as shown in the below Picture
#2

Choose the location where the applicant wants to extract the downloaded compressed file. Alternatively select Desktop option on the Folder/drives selection sub window. Now click on the Extract Button. A folder named ‘MEF’ will be created in the location specified in the previous screen. Open (double click) the MEF folder, which holds all the needed files for filling the MEF. The applicant can view the MEF just by double clicking the index.htm file (shown in Picture #3)

WORKING WITH MEF – Now the
homepage is displayed on computer. Follow the instructions provided on each
page of the MEF and instruction manual.
NOTE: The
following warning message may be displayed while opening the page, but does not
affect computer in any way. Please ignore the message and click on ‘YES’ and
proceed further.

Click on ‘Add’ button to
add as many rows as he requires. To remove unwanted rows, just select the
respective row by clicking CHECKBOX provided beside (on the left) and
click on ‘Delete’ button.
SUBMITTING THE FILLED APPLICATION - Once the applicant confirms that the entire
application is filled, he/ she can submit the MEF. At this time, computer
should be connected to the Internet. Click on the ‘Upload MEF to PDC Website’
button. Then the page will be redirected to the login page of the http://www.meficai.org/ website, where the
applicant has to fill application number and password. On successful validation
of the login credentials, data entered in application gets synchronized with the
site. An acknowledgement email will be sent to the email address (es) provided
in the MEF (both to primary and alternate email address)
ANNEXURE
Windows
XP Operating Systems with Service Pack 2
Open Internet Explorer browser and follow these simple steps
to run MEF on Windows XP Operating Systems with Service Pack 2
installed.
Step 1:
On Tools menu of the browser click Internet Options

Step 2: Click on Advanced tab that appears on top right
corner of the resulted window.

Step 3: Scroll down by clicking on vertical slide bar till
you find an option named Security. Under security the second option Allow
Active Content to run in my files on My Computer should be checked.

After the above process just click on Apply and ok buttons.
Now close the Internet Explorer window and reopen the application.
Note: Applicant may reset this option
on completion of filling and uploading the MEF to the website.
ANNEXURE
Windows XP Operating Systems
Open Internet Explorer browser and follow these simple steps to run MEF on Windows XP Operating Systems installed.
Step 1:
Click Tools menu of the browser click Internet Options

Step2: Click on Security tab that appears on the second fom the left corner of the resulted window.

Step3: Click on Custom Level that appears under the head Security Level for this Zone

Step4: Scroll down by clicking on the vertical slide bar till you find the option named Active X Controls and plug-ins. Under this option you will find:
